Note:
Enabling both 'Google Suggest' and 'Query Suggestions' at the same time is not needed. That should however not make any difference to the user experience.
If you don't want suggestions at all and disable 'Query Suggestions' at google.com/preferences or in 'Sticky Preferences'. Then don't forget to disable the 'Google Suggest' option in CustomizeGoogle.
